City Hall is seeking an architectural firm to design a building that will house transit staffers on the grounds of the Public Works Building, a project that recently won the development approval it needed to move forward.

Officials posted an advertisement asking for firms that would also provide support through the bidding process and construction. Proposals are due by 4 p.m. on Friday.

The advertisement, posted on City Hall’s website, indicates City Hall wants the firms to have a familiarity with a Federal Transit Administration initiative involving livability and bus facilities. It also says the interested parties should consider environmental features like solar energy installations and using recycled materials.

A selection committee will review the submittals and then ask the Park City Council to approve a contract. A City Council vote could be scheduled on Sept. 27, according to the material posted on the website. The advertisement indicates the price will not be the only factor in deciding which firm wins the contract and local firms will not be given preference.

The Park City Planning Commission earlier in August approved a permit allowing City Hall to pursue the project. It will be set next to a bus storage and maintenance facility close to Short Line Road.

There will be 13 units in the building, each measuring between 200 and 250 square feet. The units will have a kitchen and a bathroom, and there will be a common area on each floor of the three-story building. The common areas will have a washer and dryer, a closet and a seating area.

City Hall has said the building is expected to cost less than $1.5 million. Officials have already secured $1.5 million in federal grants for the project. Park City wants to start the building in 2012 and finish it by late 2013.

Leaders want to build the housing as an incentive for bus drivers. Providing housing has been an effective recruiting tool, Brooks Robinson, the senior transportation planner, has said.

Upward of 12 bus drivers have been housed in the Park Avenue building where a fire station once operated for several ski seasons. That site, owned by City Hall, could be redeveloped someday, though. Park City wants to offer housing after the Park Avenue parcel is redeveloped.

The Planning Commission vote was unanimously in favor of the building.
