Park City’s 137-year-old community newspaper proved it is keeping up with the times by winning top awards for digital breaking news and its website in this year’s Utah Press Association competition. The Record also earned accolades for news coverage, feature stories, graphic design, special publications and advertising.

During the UPA awards banquet April 29 in Provo, Park Record Publisher Andy Bernhard was called to the podium 10 times to receive first-place plaques. The newspaper also earned five second-place certificates and five third-place awards. The cumulative tally of all categories earned the newspaper UPA’s coveted General Excellence award in the state’s largest nondaily circulation category.

Park Record Editor Nan Chalat Noaker said this year’s honors are especially meaningful because they reflect work done in every department.

“Every edition has so many moving pieces,” she said. “It requires a tremendous cooperative effort from our whole team.”

She also noted that this past winter season presented some especially daunting challenges, including back-to-back blizzards in the midst of the busiest part of the year.

“We have a small but dedicated staff who literally broke trail through the snowdrifts to get to work this winter,” she said.

First-place awards

Education Editor Bubba Brown earned first place for Best General News Story for “Out of the shadows,” an article about drug abuse among local teens. Park Record photographer Tanzi Propst helped illustrate the story, and Patrick Schulz designed the page.

Reporter Jay Hamburger won first place in the newly created category, Best Public Notice Reporting, for a story about how local businesses were scrambling to trademark their names. The story was part of a series that began when Vail Resorts attempted to trademark the name “Park City.”

Reporter Griffin Adams won first place for his colorful feature about a local adventure seeker.

First place for Best Feature Series went to longtime contributing writer Steve Phillips for his lively profiles of talented local residents, including a marketing executive, a nurse and a postal worker who also tunes pianos. Propst took the accompanying photos for each.

The Best Editorial award went to Editor Nan Chalat Noaker for a collection of three opinion pieces, including a criticism of Congressman Rob Bishop for his stance on public lands, an expose about how a far-right faction of the Republican Party forced a moderate incumbent to drop out of the race for a seat in the state Legislature and an editorial calling for tighter regulations for helicopter shuttle services.

Chalat Noaker also received a first-place award for her feature about a local resident’s decision to transition from male to female.

The Park Record’s first foray into live election-night coverage using the digital aggregation Scribble also earned a first-place nod from the judges. The newsroom used the tool to keep voters updated on how and where to vote and streamed Tweets and Instagram photos from local, state and national sources to provide our viewers with up-to-the-minute coverage of Park City Board of Education, Summit County Council, state and federal political races.

Best Photo Page honors went to a collage of photographs of the Tour of Utah bike race taken by Propst and Grayson West, and arranged on page by Nadia Dolzhenko.

The Park Record also topped The Best New Advertising Idea category for its recently revamped Home Magazine. The publication was edited by Patrick Cone and Kimberly Nicoletti and designed by Dolzhenko.

The Park Record’s redesigned website, https://www.swiftcharge.net, also earned a first-place nod from the judges. The website was reconfigured by Swift Communications with an eye toward streamlining the content for mobile users.

Second-place honors

Brown also won a second-place award for his news series about the community’s reaction to the deaths of two middle schoolers due to a new synthetic opioid.

Adams, along with graphic artist Ben Olson, won second place for their sports pages.

Second place honors also were given to The Park Record for a community candidates debate event, for a staff-produced advertisement and for its Milepost special section. Patrick Schulz designed the creative ad. The Milepost magazine was edited by Cone and designed by Dolzhenko.

Third-place awards

Third-place certificates were given to Tom Kelly for his sports column “Behind the gold,” to Propst for a high school sports photo, to the graphics and circulation departments for two clever in-house promotions and to the whole staff for overall news coverage.

The teen was charged this week with one second-degree felony count of distributing a controlled substance and one count of reckless endangerment, a Class A misdemeanor. The charges were filed in 3rd District Juvenile Court in Silver Summit.

The Park Record is not identifying the teen because he is a minor.

Search warrants unsealed earlier this month revealed specifics regarding the allegations against the teen. According to the warrants, the 15-year-old and another teen boy shipped a package of drugs into Park City from China using the dark web, a section of the Internet difficult for police to track and that is often used for illegal activity. They allegedly had the package sent to the house of a friend, a juvenile girl, then distributed the substance to two other teens.

One of the boys later told his therapist that the drug was U-47700, a synthetic opioid sometimes referred to as pink, the warrants state.

Police began investigating the 15-year-old teen after two 13-year-old Treasure Mountain Junior High School students, Grant Seaver and Ryan Ainsworth, best friends, were found dead within days of one another last month at their homes.

Police say the boys may have died of overdoses, possibly from U-47700, but are still awaiting the results of toxicology reports from the state medical examiner to determine the causes of death. Officials initially identified overdoses as a possibility due to the close timings of the boys’ deaths, and because they had been talking with their friends about dangerous substances on social media.

The search warrants did not state whether Ainsworth or Seaver received drugs from the 15-year-old or the other teen boy.

Phil Kirk, a Park City police captain, declined Wednesday to provide further details into the case, citing the ongoing investigations into the deaths of the 13-year-olds.

This is not the first time the 15-year-old boy has been in trouble for a drug-related offense. According to court documents, the teen was referred to 3rd District Juvenile Court in April on a Class B misdemeanor charge of possession of a controlled substance. He was sentenced to paying a fine, submitting to random drug testing and attending drug and alcohol courses.

His initial appearance in court is scheduled for Nov. 4.

But by 10 p.m., thanks in large part to the primary-day ballots from Summit County, that margin had shrunk to just 64 votes, and Wilde, a member of the Morgan County Commission, was careful not to declare a victory.

“There may be a few ballots left out there,” he said.

That was wise because when the county clerks offices around the district (which includes portions of Duchesne, Rich, Morgan, Daggett counties and eastern Summit County) began tallying up a batch of mail-in ballots on Friday, Brown pulled ahead – briefly.

The Summit County Clerk’s Office counted 305 ballots on Friday. Of those 188 were for Brown and 117 were for Wilde. That turned the tide in Brown’s favor by a razor-thin margin, just seven votes, leaving the door open for Wilde to call for a recount.

Reached by telephone at midday on Friday, Wilde said he was nervous but not ready to demand a recount.

Brown, who lives in Hoytsville, attributed the narrow margin between himself and Wilde to low voter turnout in Summit County that, he said, accounts for 45 percent of the registered voters in the district.

Brown, was also careful not to count his winnings. “I feel it’s probably not over yet. I won’t react until I find out for sure,” he said

The veteran politician’s caution was justified. By Friday afternoon the two had traded leads again. When the Utah Lieutenant Governor’s office finished adding in the clerks’ reports. Wilde had regained the lead. Still, the margin was miniscule for a multicounty race.

As of Friday, the race for the Republican nomination for House District 53 stood at 2,463 votes for Wilde and 2,456 votes for Brown.

The Lt. Governor’s office will run reports again on Tuesday, July 5 and Friday, July 8. But the count will not be finalized until the official canvass on July 12 at which point, if the margin is fewer than 12 votes, either candidate may still request a recount.
The winner of the Republican pnomination will face Democrat Cole Capener in the November General Election.

Margo Van Ness, a senior manager of communications at PCMR, said in a press release the Park City Ski Patrol received a call at around 3:45 p.m. after the incident occurred on an intermediate trail at Park City Mountain Resort. The man’s name has not been released.

Ski Patrol unsuccessfully attempted resuscitation before transporting him down the mountain on a toboggan, according to the Summit County Sheriff’s Office. He was taken to the University of Utah Hospital via medical helicopter where he was later pronounced deceased.

Van Ness said Park City Mountain Resort, Park City Patrol and the Vail Resorts extend "their deepest sympathy and support to the family and friends of the man."

Summit County Sheriff’s Detective Kacey Bates said deputies responded to the accident to assist medical personnel. Bates said deputies retrieved the man’s personal items and photographed the scene, before adding that there will not be an investigation.

The theft allegedly occurred sometime between June and December, a report states. Some of the cut wires were buried underneath the snow.

The cell phone tower is located near Forest Meadows Drive in Tollgate Canyon. The report lists Verizon Wireless, T-Mobile and Crown Castle as the victims.

There are no suspects and an investigation is ongoing.

"These aren’t common occurrences," said Detective Kacey Bates. "One did happen a few months ago, but, at this time, there is no connection that we know of between the two incidents."

Suspects could be facing elevated theft charges because of the value of copper, in addition to several additional charges related to trespassing, Bates said.

"It could be elevated to a felony charge because of the amount of copper wire that was taken," Bates said.

A woman reported a past-occurred burglary at her Kimball Junction-area home. Several items, including $3,500, a passport and driver’s license, were reported missing. An investigation is ongoing.

Dispatch received a report of a domestic violence incident at a Kimball Junction-area business. Deputies arrested a man and preliminarily charged him with assault, intoxication and interfering with arrest. The suspect had to be restrained, placed in a patrol car and subsequently carried to a cell. While investigating the incident, another man reportedly interfered with officers. He was arrested for intoxication and interfering with an arresting officer.

Dispatch received a report that a knife, an ATM cover and several parts, including broken plastic pieces, were found near a Basin-area trailhead.

Dispatch received a report from a woman claiming another woman had been harassing her at her South Summit home.

A Kimball Junction-area woman reported the hinges of the driver side window of her truck had been cut. Nothing was reported missing from the vehicle.

Deputies were dispatched to a South Summit home for the death of a 45-year-old Summit County woman. An investigation is ongoing pending results from the medical examiner’s office, but the death is not considered suspicious.

Thursday, Dec. 3

Deputies responded to a North Summit home for a protective order violation. The case will be forwarded to the county attorney’s office.

Deputies responded to a North Summit home because of a domestic violence incident. No arrests were made.

An unknown suspect stole a Goal Zero solar panel from a vehicle while it was parked on a Basin-area road. An investigation is ongoing.

Wednesday, Dec. 2

A man reported two packages that were delivered to his Basin-area home missing.

Deputies stopped a Subaru Outback for revoked registration and detected the smell of marijuana. The driver was arrested for revoked registration, possession of marijuana and paraphernalia.

Deputies responded to a fight in a Basin-area parking lot. No arrests were made and the case will be forwarded to the county attorney’s office.

Deputies successfully delivered a temporary protective order to a Park City-area resort.

Deputies assisted Wasatch Back Narcotics with an arrest. The suspect was taken into custody and transported to the Summit County Jail.

Tuesday, Dec. 1

Sheriff Martinez and Chief Deputy Frank Smith approached a vehicle parked on a frontage road near U.S. 40 and discovered the driver smoking marijuana. He was arrested for drug possession and several traffic-related offenses.

The Eastern Summit County Planning Commission will continue its public hearing about the new proposed zoning districts and amendments to the Development Code at 6 p.m. Thursday, Dec. 3, at the Kamas City Office. The purpose of the meeting is to continue the discussion about the proposed map and provide staff with a direction for moving forward, according to a planning department memo.

Applications open for citizen’s parking advisory committee

Summit County and Park City Municipal are partnering to oversee an advisory committee that will explore remote parking solutions for Park City and the Snyderville Basin. The city and county councils will appoint six members each, for a one-year term. Applicants must be registered voters and are required to submit a one-page letter of interest to Caroline Ferris, the Summit County regional transportation director. According to the Summit County Sheriff’s Office, when deputies approached the man they detected the smell of marijuana and a search revealed several grams of marijuana and cocaine.

The driver was arrested for two active warrants, possession of a controlled substance, possession of paraphernalia and possession of cocaine with intent to distribute. A passenger was also arrested and charged with possession of a controlled substance, paraphernalia and cocaine with intent to distribute.

Wednesday, Nov. 25

Two vehicles were involved in an accident on a Basin-area road. One of the drivers was transported to Park City Medical Center with minor injuries. The other driver was treated and released at the scene.

Dispatch received a report from a woman who claimed to have been assaulted at her residence in the Kimball Junction-area. Deputies later located the suspect hiding by a nearby tree and he was arrested for assault, criminal mischief, intoxication and disruption of a communication device.

A family fight at a North Summit residence escalated when someone brandished a gun in the presence of children. A man was arrested for aggravated assault, domestic violence in the presence of a child and criminal mischief.

A Basin-area woman claimed she was assaulted by an unknown man at her residence. An investigation is ongoing.

Dispatch received a report from a Basin-area woman about a suspicious vehicle parked in her driveway and still running. The suspect claimed to be fishing and working on a nearby home. He did not have a fishing license and was cited for the unlawful taking of protected wildlife and for having an open container.

Dispatch received a report that of a silver-colored Chevy truck, registered to a local construction company hit another vehicle and then left the scene. An investigation is ongoing.

Deputies stopped a vehicle in the Kimball-Junction area and the driver was arrested for three active warrants.

Dispatch received a report of a suspicious male walking on the Mirror Lake Highway and he was arrested for intoxication.

Deputies stopped on a vehicle traveling eastbound on Interstate 80 for two moving violations. Deputies discovered one pound of marijuana in the driver’s backpack and she was arrested for possession.

Monday, Nov. 23

Deputies stopped a vehicle in the Kimball Junction-area for improper lane travel and a cracked windshield. The driver was arrested for active warrants and a passenger was also arrested for active warrants and possession of drug paraphernalia.

Deputies stopped a Basin-area road after the registration showed an active warrant for the vehicle’s owner and he was arrested.

Deputies stopped a vehicle that failed to yield at a roundabout in the Kimball Junction-area. Deputies discovered the driver had several active warrants and he was arrested.

Deputies performed a welfare check on a man who was hitchhiking along Interstate 80. The man was arrested for providing deputies with false information and possession of drug paraphernalia.

Nou Yang, 47, of California, was arrested for possession of marijuana, no proof of insurance and failure to signal, according to the Summit County Sheriff’s Office. Possession of marijuana is a third-degree felony, punishable upon conviction by up to five years in jail and a $5,000 fine.

At around 4 p.m. Sunday, deputies stopped Yang’ for failure to signal while he was traveling eastbound on Interstate 80. The report states, as deputies approached they could smell moth balls and soap coming from inside the vehicle.

"I know from speaking to other deputies that do drug interdiction that we commonly find people who are hiding illegal substances in that amount will use other scents to try and mask the smell of the marijuana," said Casey Bates, Summit County detective. "Marijuana has a very strong smell and they will cover that with other items, often using fabric softener or other aromatic things."

A trained dog located the marijuana hidden in the driver and passenger side doors, as well as in the trunk. Five separate bags were found.

It is unknown where Yang was taking the drugs, Bates said, which have a street value of roughly $160,000.

A man was arrested for driving under the influence at a Kimball Junction-area store after deputies received a report that he had been driving erratically on Interstate 80.

Dispatch received a report from a Basin-area man who claimed he was assaulted, but later refused to cooperate.

Employees at a Kimball Junction-area business reported two men and a woman had allegedly stolen several items of clothing before fleeing the store. Deputies were unable to locate the suspects. An investigation is ongoing.

Deputies responded to a Kimball Junction-area apartment complex to keep the peace. They arrested a man for violating a protective order.

Dispatch received a report of a domestic violence incident at a Basin-area home, but deputies were unable to substantiate the claim. The county attorney’s office will consider charges.

Thursday, Nov. 19

Deputies stopped a vehicle on State Road 224 for a lane travel violation and discovered the driver had six active warrants. He was arrested and booked into the Summit County Jail.

A man and a woman were arrested in North Summit for allegedly stealing gift cards from a Basin-area store.

While investigating a case in North Summit, deputies located a motorcycle from Ogden. The vehicle was reported stolen last month, but deputies determined the situation is a civil dispute between a man and a woman.

Wednesday, Nov. 18

Deputies stopped a vehicle on State Road 224 for a headlight violation and discovered the driver had an active warrant out of the Summit County Justice Court. She was arrested and taken to the Summit County Jail.

Deputies stopped a vehicle in the Kimball Junction-area and arrested two men for active warrants. One was taken to the Summit County Jail and the other was released to Heber City Police.

A South Summit man reported three pianos and four paintings stolen from a business in the Kamas Valley.

Deputies responded to a fight between four people at a Kimball Junction-area business. Two people claimed to have been pushed. The county attorney’s office will consider charges.

Tuesday, Nov. 17

A North Summit man reported someone had taken a blanket off the windshield of his car, placed it in the back seat and left a drink near it. The car was unlocked and there are no suspects.

According to the Summit County Sheriff’s Office, the man broke the front passenger window of the woman’s car and grabbed a Louis Vuitton bag, worth approximately $7,000. The bag contained an Apple MacBook Pro, an Apple iPad Air, an Apple iPhone 6 and a Sony Laptop, among other items including her driver’s license and several credit cards.

The woman told dispatch she followed the suspect’s car onto Interstate 80 until he began to reach excessive speeds. The woman described the man’s car as an older gold-colored sedan. An investigation is ongoing.

Deputies responded to a Basin-area home for an incident involving a juvenile.

Deputies questioned a man and a woman while in a parked vehicle in the Basin. The man was arrested for domestic violence assault and taken to the Summit County Jail.

Saturday, Nov. 14

A vehicle was stopped for speeding along Interstate 80. Deputies found a marijuana grinder, pipe and rolling papers. The driver was cited for possession of marijuana and drug paraphernalia. He was cited and released.

A women filed a civil dispute report at the Sheriff’s Office. The civil dispute involves the woman and a man.

Following a traffic stop for speeding on State Road 224, the driver admitted to drinking while driving. He was taken into custody and transported to the Summit County Jail for driving under the influence.

Deputies responded to a report of a family fight in a Kimball Junction-area parking lot. Contact was made with one of the parties and deputies determined nothing physical happened. No citations were issued.

Friday, Nov. 13

A registration check was conducted on a vehicle on State Road 248 and it showed the owner had an active warrant. Deputies found drugs presumed to be cocaine, methamphetamine, ecstasy, THC pills, THC extract, amphetamine pills and items for distribution. The driver was arrested and booked into the Summit County Jail.

Deputies and medical personnel were dispatched to a Basin-area home for an unresponsive male. His death is not considered suspicious.

A Kimball Junction-area man filed a report about a check fraud that allegedly occurred last month. An investigation is ongoing.

An unknown suspect stole a package from the front porch of a home near the Kimball Junction-area. The items in the package, soap and vitamins, are worth approximately $300.

Friday, dispatch received a report of a 2003 Toyota Tacoma that was stolen from a Basin-area gas station. The call logs state the owner left the keys in the cab of the truck and then later discovered it missing. The vehicle was found Monday in Salt Lake City. However, there are no suspects.

Thursday, a silver Subaru Forester was also reported stolen from a Basin-area apartment complex. The vehicle was unlocked and the keys were left inside. It has not been found.

So far, the Sheriff’s Office has not discovered any evidence that the incidents are connected, according to Detective Casey Bates.

"There are no suspects in either case and each is still under investigation," Bates said. "In both incidents, keys were left in the vehicles. People want to make sure that their keys are with them and that nothing valuable is visible."

A Kimball Junction-area employee reported a woman for stealing clothes from a business. Deputies stopped the woman near her home and arrested her after she admitted to taking the items without paying.

Deputies responded to a report of a burglarized vehicle that had been parked for more than a week. The driver’s side door sustained damage and the ignition was removed.

Deputies found a man and a woman partially dressed while in a parked car at a Basin-area hotel. The man had an active $875 warrant out of the Wasatch County Justice Court. As deputies were placing the man in handcuffs he fled, but was soon captured and taken to the Summit County Jail.

Deputies stopped a car on State Road 224 for a traffic violation. The driver was arrested for an active $25,000 warrant.

Saturday, Oct. 31

Deputies stopped a driver for an active $10,000 warrant for lewdness involving a child out of the Third District Court. The 58-year-old Summit County resident was arrested for the warrant and possession of narcotics believed to be marijuana, cocaine and methamphetamine.

A man was arrested at a North Summit home for domestic violence and intoxication after he attacked a woman.

Deputies responded to a Basin-area home regarding a domestic violence incident. A man was arrested and taken to the Summit County Jail.

A South Summit man noticed the right front tire on his truck had been slashed with a knife.

A woman rear-ended another car while driving along a North Summit road. The woman was arrested for driving under the influence.

A South Summit man reported another man attempted to gain access to his home. The suspect denied any involvement and an investigation is ongoing.

Friday, Oct. 30

Deputies responded to a South Summit home after receiving reports of several spotlights aimed at a particular home. The residents claimed they were part of a neighborhood watch.

A man was trespassed from a Basin-area church after acting strangely and yelling. He was later transported to Park City Medical Center.

Dispatch received a report of a man driving heavy equipment on the Millennium Trail near State Road 224. The Snyderville Basin Special Recreation District contacted the property owner to disallow the activity. The property owner said he would stop using the trail.

A North Summit teen was transferred to a Salt Lake City hospital from an overdose.

Deputies responded to a domestic violence incident in progress between two women at a Basin-area home. No citations were issued and the women were separated for the night.

Deputies responded to a Basin-area home after receiving reports about a man who had stopped breathing. The man’s death is not considered suspicious.

Deputies were dispatched to a Kimball Junction-area business about a hit and run that happened in the drive-thru. The owner provided deputies with video of the accident. An investigation is ongoing.

Deputies responded to a North Summit business after a man assaulted several employees. He was transported to Park City Medical Center and preliminarily charged with attempted arson, domestic violence, assault and criminal mischief.

A woman called dispatch to have an acquaintance trespassed from her Kimball Junction-area home.

A woman reported a bus driver for making inappropriate comments about her.

Someone driving a black jeep hit several trees along a Basin-area road. There are no suspects.
